CIEH Wales Director launches second book

Julie Barratt, the Wales Director for the CIEH, recently launched her second book which will serve as a practical guide for local officers who administer enforcement notices.

 Enforcement notices: practical guidance for local authority enforcement officers was officially launched on Wednesday 5 November at Cardiff Metropolitan University, where Julie also signed copies of the book.

A former practicing Barrister, a Fellow of Cardiff Metropolitan and qualified Environmental Health Practitioner, Julie leads the CIEH’s activities in Wales and is responsible for facilitating direct liaison with key decision-makers, as well as raising the profile of environmental health within Wales.

This latest piece of work follows on from Julie’s first book, ‘Investigation and Prosecution: practical guidance for local authority enforcement officers’ and was edited by Chris Lewis, who also teamed up with Julie to edit the first book. Chris is a retired Solicitor and Higher Court Advocate, specialising in criminal cases within both the private and public sectors.

Enforcement notices are one of the basic and essentials tools for a local authority officer whether they need information or want specific action to be taken in order to stop something from happening. However, there are a large variety of enforcement notices and they can range from the simple to the complex and the consequences of getting them wrong can range from delay and frustration to very significant claims for compensation.

The ‘Enforcement Notices’ book was written to serve as a practical and easy to understand guide for local authority officers who may be required to serve enforcement notices or issue Fixed Penalty tickets.

Julie Barratt said: “This book will benefit all local authority officers, not just Environmental Health Practitioners, and will be relevant for anyone working across England, Wales, Scotland and Northern Ireland, whatever stage they are at in their careers. It will also be of assistance to student enforcement officers explaining as it does one of the major enforcement tools they will have at their disposal."
